Ulku Ulgur, M.D. co-founded the Center in 1985
and served as its Director until 2004. He is a board certified
General and Child & Adolescent Psychiatrist who sees children,
adolescents and adults. He specializes in the treatment of attention,
developmental, anxiety, mood, and psychotic disorders in children
and adolescents and in providing school-based mental health
consultation to teachers, administrators, guidance counselors
and psychologists. He developed school consultation programs
for Anne Arundel, Baltimore, and Howard Counties. Dr. Ulgur
is especially known for his work with complex cases of autistic
spectrum and bipolar mood disorder.
Dr. Ulgur completed his undergraduate and medical
education at the University of Istanbul Turkey and his adult
psychiatric training in Pennsylvania and Delaware. In addition,
he completed a two-year Child and Adolescent Psychiatry Fellowship
at the University of Maryland School of Medicine in 1965. Following
his child training he joined the University’s full-time
faculty serving for ten years as Director of its inpatient,
outpatient, and hospital consultation services. For the past
twenty years, while he continued his teaching activities as
a member of clinical faculty he developed and maintained an
active office and consulting practice at Howard and Anne Arundel
counties. Dr Ulgur is an active teacher and lecturer who has
given many regional and international talks. He is a Distinguished
Life Fellow of the American Psychiatric Association and Life
Fellow of American Academy Of Child and Adolescent Psychiatry.He
also served as President of Maryland Regional Council of the
AACAP.He has received awards for his services to children and
families from the University of Maryland and the City of Baltimore.
Dr. Ulgur and his wife Marilyn have four daughters and live
in Owings Mills, Maryland.
